Is there a reason you're using XML?
I 'think' Costmaster will accept .xls and .csv files so you could just do a Proclaim report which would be easier, especially if you're not accustomed to XML or how this works in Proclaim.

If you're desperate to use xml files, then perhaps you should try validate your XML output with the schema from Costmaster. You can do this using an online utility or using the XML plugin for SoapUI.
Or... you could create a report with the fields you need and import that in .csv or xls format
