Invalid Character code found in source data error during upload?

New computer new install of proclaim. I'd love to know why this happens when i upload files and how to stop it.

Invalid character code found in source data for codepage UTF-8 (12008).
You are trying to import data into a case?
can you sanity check your import data file to see if it contains non-utf-8 characters?
try something like

Hey I am not 100% why it was happening still; I initially read the message as the document is not meant to have utf-8 characters.

I've done 2 things in the excel; if a date was actually a date & time formatted to look like a short date. =text(a1,"dd/mm/yy")

Also on any suspect column select the column, data tab, text to column; delimiter; if tab is ticked; untick it, Finish.

I'm leaning toward the 2nd one being more likely the solve; unfortunately I cannot use an online tool as it's documents with client data.
